Air Service Permit
An Air Service Permit (ASP) is required to transport passengers, mail or cargo for hire and reward by air between any 2 or more places, of which one falls within Malaysia’s borders. Every ASP includes specific legally-binding conditions on the services the permit holder is authorised to operate, the validity period of the permit as well as other conditions to which the permit is subjected to.
ASP apply to unscheduled journeys only. For journeys with a fixed schedule, the correct licence to apply for is the Air Service Licence.
Applicants are also required to submit to the Civil Aviation Authority of Malaysia (CAAM) for an Air Operator’s Certificate (AOC) for their proposed operations and an ASP will only be issued to the applicant who holds a valid AOC issued by the Civil Aviation Authority of Malaysia (CAAM).
